So as of 18 September Paytm is removed from Play Store & Nobody knows the reason behind it.
But as per speculations, Tencent can be a big factor in this move as Tencent holds major shares in Paytm.
As Indo-China tension is rising, the Indian Government is banning Chinese Apps & Company which holds a major market share in India.

In the Previous Month, the government of India Banned PUBG Mobile due to the shares of Tencent in the app.
That could be the reason for Paytm getting Unlisted from Play Store.

So the answer is If Paytm gets banned you can still use your money by other means.
Nothing can be said about the Unlisting of Paytm from Play Store precisely as its other apps are still available in Play Store, it can be glitch also which can be fixed in few hours.
Reason: Google has said that it has removed Pharm from Play Store due to gambling policies & Paytm promotes gambling which is against Google's Policy.
